Part VII Transfers are still a relatively new development for non-life insurers in run-off who wish to accelerate the closure of segments of business. They are, however, gaining in popularity as a means of transferring liabilities between legal entities. The scope of a Part VII mechanism is more flexible than a Solvent Scheme of Arrangement and its advantages include:

- Lightening the regulatory burden of maintaining live funds
- Releasing capital tied up in numerous small subsidiaries
